You are the perfect age to be asking this question!
Your best option is the US Merchant Marine Academy at King's Point NY. Besides being the fastest route to your goal, it's also a for year university degree which is ABSOLUTELY FREE.

There are other, commercial schools as well, such as California Maritime Academy, but they are pretty pricey. Both of these routes will start you out (after four years of schooling) as a Third Mate, Oceans, unlimited tonnage.
You can also start out as a deckhand (Ordinary Seaman) on a boat or ship and work your way up the "hawsepipe", either by rank, tonnage or both. It takes a lot longer, but you'll have a much more rounded knowledge once you get there.
In any case, look at the US Coast Guard's National Marine Center website for all of the qualifications and requirement's you'll need for any deck rating or commission.

You could begin by attending and graduating from one of the many Merchant Marine Academies, getting hired by one of the shipping companies and working your way up from the ranks of the lower officers. You can at some point apply to work on larger ships or a cruise line.
BTW The captain can be considered a high ranking executive position. He doesn't drive the ship, the helmsman does.
